CWTA Project Update

As consultants working on the Community Workforce & Training Agreement (CWTA) initiatives at Sacramento International Airport, we are pleased to share updates on our progress and upcoming developments. Our work is focused on building a stronger, more inclusive community by fostering workforce development, enhancing local hiring, and creating career pathways in the construction industry.

In this update, we’ll cover the latest project milestones, highlight pathways to construction careers, and share insights from recent community engagements that support these goals.


CWTA in the Community

Our CWTA team recently participated in the Hands-On Union Trade Awareness Career Fair and Block Party, organized by the Sacramento Building Trades at Grant Union High School on September 20, 2024. This event, themed "Taking it to the Streets," provided an opportunity for community members to learn about union trade careers through hands-on experiences and networking with industry professionals.

The event was a fantastic platform for us to engage with potential future workers, promote the benefits of the CWTA, and support local workforce development. We look forward to more community engagements that build awareness and strengthen our region’s workforce.

CWTA and SMF Forward Project Updates

As part of the CWTA, Sacramento International Airport is advancing initiatives for local workforce equity and development. Highlights of our CWTA commitments include:

Local Hiring Goals: We aim to have 50% of construction hours worked by local residents, promoting career opportunities for the Sacramento area.
Veteran Outreach: The Helmet to Hardhats program supports veterans interested in transitioning to construction careers within our projects.
Contractor Engagement: All contractors are required to complete the Agreement to be Bound and participate in Pre-Job meetings to ensure compliance with CWTA guidelines​. See Fact Sheet for more information.

SMF Forward Project Timeline:
The CWTA covers key infrastructure projects at SMF, with upcoming milestones as follows:

Terminal B Parking Garage – Q4 2024
Terminal A Expansion – Q4 2024
Concourse B Expansion – Q3 2025
Consolidated Rental Car Facility – Q4 2025
Ground Transportation Center – Q3 2026​

Construction Career Pathways and Workforce Development

We’re committed to providing resources and training to those interested in construction careers, whether experienced or new to the field:

Pre-Apprentice Training: People Working Together, Northern California Construction Training Program, and Tradeswomen, Inc. offer pre-apprentice programs, including classroom instruction and hands-on skills training for individuals starting their journey in construction​. See the Construction Career flyer for more information.
Opportunities for Experienced Workers: Skilled individuals are referred to SMF contractors, providing pathways to long-term employment and professional growth.
