- What is a CWTA: In March of 2004, Sacramento County entered into a Construction Workforce & Training Agreements (CWTA) with the Sacramento-Sierra Building & Construction Trades Council (SSBTC). The CWTA establishes terms and conditions of employment for SMForward projects.z
- What is the Local Hire Goal: One of the benefits of the CWTA to the Sacramento region is employment of Local Workers (a Local Worker is defined as any person living within Sacramento County or the surrounding 7 counties). The CWTA asks contractors and unions to strive toward 50% of all craft hour worked to be performed by Local Workers.
- What is a Targeted Worker: A Targeted Worker is a Local Area Residents who fits into one or more categories listed in the CWTA: female; experiencing homelessness; veteran; receiving income-based public assistance; whose documented income is 70% below the standard income level. Contractors are encouraged to have 20% or all journeyman and apprentice hours performed by Targeted Workers.
- Which SMForward projects are covered by the CWTA: the CWTA covers the following projects: Terminal B Parking Garage, Concourse B Expansion, Terminal A Expansion, Ground Transportation Center, New Terminal A Exit Road, Consolidate Rental Car Facility.
