From Talking point for the Ribbon cutting:

In order to keep restrooms available to public use, the construction has been split into 3 phases. Today’s gathering marks the completion of the first phase which includes two restroom groups. The First Phase includes the downstairs restrooms next to the Starbuck’s combined with the large men’s and women’s restrooms near gate A-15. The next phase will be the restroom on the other side of Starbuck’s combined with a pair of men’s and women’s restrooms on the side of the food court upstairs in the concourse. The third and last phase will be the remaining two restrooms on the other side of the food court.

Phase 1 is complete, Phase 2 is on-going, and Phase 3 is scheduled to start in mid-April 2024 and be completed by October 2024.
