Sacramento International Airport Invests in Second Parking Garage
Sacramento, CA – The Sacramento County Board of Supervisors voted today to approve Sacramento International Airport (SMF) staff's recommendation to award a $229 million design-build contract to Otto Construction (Otto). The total budget for the garage is $390 million, including soft costs, owner’s contingency and allowance for escalation. Otto will build a new parking garage west of Terminal B, adding 5,500 garage parking spaces to the Airport's parking inventory. The parking garage also marks a milestone as the first design-build project in Sacramento County history.
The parking garage is part of the Airport's $1.3 billion SMForward capital program which will bring about significant improvements and upgrades to enhance the customer convenience, comfort, and accessibility at SMF while meeting passenger traffic demands. Construction is scheduled to begin this fall.
"Increasing close-in garage parking capacity is the number one opportunity we have to improve the guest experience at SMF," said Cindy Nichol, Director Sacramento County Department of Airports. "By partnering with Otto Construction, our team is set to deliver a parking garage that is both beautiful and functional."
Otto is a Sacramento-based, woman-owned business that previously built the Terminal A parking garage in 2004. The Otto proposal was not only the lowest-cost proposal submitted but also offered the flexibility to add features such as solar panels or electric vehicle charging stations.

The parking garage project will also utilize labor under the Airport's recently executed Community Workforce and Training Agreement (CWTA). A CWTA is a type of Project Labor Agreement (PLA) that includes community-oriented commitments related to equitable workforce development, social justice, small business support, and other issues, ensuring the project's labor workforce will aid in the development of the regional workforce.
