The Sacramento International Airport (SMF) Competition Plan documents the Sacramento County Department of Airport’s plan to enhance competition among airlines. Per Section 155 of the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century, a Competition Plan is required from a commercial airport when one or two airlines handle more than 50% of passenger boardings in a calendar year.

In calendar year 2017 Southwest Airlines was responsible for 51.9% of SMF’s 5.5 milion total annual enplaned passengers. A 2017 draft competition plan update has been submitted to the FAA for review and approval.
